Most companies in Taiwan run payroll in one of three ways: in-house, through payroll software, or with an outsourced provider. The best fit depends less on company size alone than on payroll complexity, internal expertise, control requirements, and the cost of keeping the process reliable.

When comparing options, look beyond the monthly subscription or service fee. Payroll also carries internal staffing, review, exception-handling, security, and continuity costs.

1. Three common payroll models

ModelWorks well whenMain trade-off
In-house / spreadsheetsHeadcount is small, pay is straightforward, and an experienced payroll owner is in placeLow software cost, but greater manual-error and key-person risk
Payroll softwareThe company is growing and needs consistent workflows, permissions, and integrationsSoftware improves control, but payroll still needs an internal owner and reviewer
Outsourcing / BPOPayroll is complex, operations are cross-border, or local payroll expertise is limitedHigher recurring fees and a greater need for vendor oversight

2. Compare total cost, not just the headline price

Spreadsheets may appear free, but the real cost includes staff time, month-end overtime, training, regulatory updates, error correction, file control, backup, and handover. Software adds subscription and implementation costs; outsourcing adds service fees and charges for exceptions.

A useful total-cost comparison should include technology, internal labor, review and audit, implementation, error handling, and vendor management. That gives a more realistic picture than a per-employee monthly fee on its own.

3. When each model tends to work best

  • Keep payroll in-house when headcount and payroll rules are genuinely simple, changes are infrequent, and at least two people can run and review the process.
  • Consider payroll software when spreadsheets are multiplying, attendance and payroll rely on repeated imports, approval trails are weak, or the company is scaling.
  • Consider outsourcing or a hybrid model when you have multiple entities, expatriates or foreign employees, complex variable pay, limited local expertise, or a strong need for documented service levels.

Hybrid setups are common: the company keeps process ownership and approvals in-house, uses software for workflow and calculation, and outsources specialist or recurring work.

4. Questions to ask a payroll vendor

  • □ How are Taiwan legal changes and contribution-table updates maintained?
  • □ Can permissions, approvals, and audit logs be separated by role?
  • □ What are the payroll cut-off, SLA, and correction deadlines?
  • □ Can you export your data in a complete, usable format?
  • □ How are backups, security incidents, and access controls handled?
  • □ Which items cost extra, such as bonus runs, termination pay, retroactive changes, or special reports?
  • □ What happens to your data and process when the service ends?

Choose a model that still works when headcount grows, a key payroll owner leaves, regulations change, or an exception lands just before month-end.
