For a foreign company hiring in Taiwan, the first payroll is mostly about getting the setup right. If the employing entity, employee data, statutory registrations, tax treatment, and monthly cut-off are clear from day one, later pay runs are much easier to manage.

Before the first salary is paid, make sure everyone knows who supplies the data, who runs payroll, who reviews it, who approves it, and who releases payment.

1. Settle four points before the first pay run

  • Confirm the employer. Identify the Taiwan employing entity and check whether each person is an employee, secondee, or under another arrangement that needs separate treatment.
  • Build one reliable employee master. Keep legal name, ID or residency details, bank information, start date, salary, allowances, leave status, and contact details in one controlled source.
  • Define each pay component. Separate base salary, fixed allowances, variable pay, overtime, reimbursements, and one-off payments. They may not all be treated the same way for payroll purposes.
  • Set the payroll calendar. Agree on cut-off dates for attendance and changes, calculation and review dates, the bank-file deadline, and payday. Corrections after approval should follow a documented process.

2. Set up insurance and pension separately

Taiwan's statutory programs should not be treated as a single deduction. Labor Insurance, Employment Insurance, Occupational Accident Insurance, National Health Insurance, and the Labor Pension system each have their own eligibility, contribution, and reporting rules.

For every new hire, confirm the correct enrollment date and insured-salary or contribution grade against the latest official tables. For employees covered by the new labor pension system, the employer contribution is at least 6% of monthly wages.

3. Confirm tax status before choosing the withholding treatment

Cross-border payroll often goes wrong when every employee is handled the same way. Taiwan withholding can differ depending on whether a person is treated as a resident or non-resident, as well as the type and amount of payment.

Keep three tasks separate: withholding from payroll, remitting the tax, and annual reporting. They follow different deadlines. Before the first pay run, decide who determines tax status and who is responsible for reviewing changes during the year.

4. First-payroll checklist

  • □ Employing entity and worker status confirmed.
  • □ Employee master data independently checked.
  • □ Salary components documented in writing.
  • □ Labor/NHI enrollment and pension setup completed using current grades.
  • □ Tax residency and withholding treatment reviewed.
  • □ Attendance and overtime closed before payroll calculation.
  • □ Draft payroll checked against contracts and approved changes.
  • □ Final payroll approved before payment, with payslips and supporting records retained.

A simple responsibility matrix can prevent more problems than another spreadsheet. Assign an owner to each handoff and make the deadlines visible before the first pay run.
